ChatGPT Ads for Small Business: What to Know Before You Spend the First Dollar
ChatGPT ads are open to small businesses in 60+ countries. Who may advertise, how targeting works, what a click costs and how to run a small test.

Some kinds of business are not allowed in at all, and early reports on results are thin. A click costs about what a search click costs, so this article explains who can advertise and how to run a small test before a month and a budget disappear.

Every new ad platform opens with the same pitch to small businesses: get in early, while attention is cheap and the big brands are still in meetings. It holds for a few months. After that it is an auction like every other auction, and ChatGPT ads are in those few months right now, which is a reason to look closely but not yet a reason to hand over a budget.
What follows is what is on sale as of late September 2026, pieced together from OpenAI's announcements and policies and from what advertisers have reported in the trade press.
One card, under the answer
A ChatGPT ad is a single card below ChatGPT's answer, marked as sponsored and set apart from the answer itself. It carries a title of up to 50 characters and a line of copy of up to 100, plus an image and a link. That is the whole format. OpenAI says an ad appears when a sponsored product or service fits the current conversation, and in SE Ranking's August study of US prompts no answer carried more than one card. Israeli ad people who ran early campaigns told Globes the card tends to appear once a conversation is two or three exchanges deep.
That timing matters more than anything else in this article. The ad arrives after the person already has their answer. So a card that repeats information loses to a card that offers the next step, the thing they would do anyway if someone handed them a phone number or a booking link at the right moment. Take a made-up plumber. "Expert plumbing solutions for your home" describes every plumber alive, while "Leak fixed today in Leeds. Book online, we're there in 3 hours" gives someone a reason to tap.
The ad policies also rule out some habits people bring from other platforms. Claims like "guaranteed" or "#1" need proof, emoji and ALL CAPS are out, and the card must not look like ChatGPT itself or hint that OpenAI endorses you.
The people who see ads, and the ones who never will
Ads go to logged-in adults on the Free and Go plans. Anyone paying for Plus, Pro, Business, Enterprise or Edu never sees one, and neither do accounts identified as under 18. OpenAI's advertising principles also keep ads out of conversations about personal health, mental health and politics, whatever an advertiser would pay to be there.
For a café or a repair shop that is still a huge audience. B2B is different. The office manager whose company pays for ChatGPT Business will not see your card however well you bid, and neither will the freelancer who pays $20 a month for Plus because the free plan kept running out halfway through their tax spreadsheet. When your best customers spend the working day inside a paid ChatGPT workspace, the answer itself is the only way to reach them.
Check your country and category first
The rollout moved quickly. OpenAI announced the test on 16 January 2026 and started it in the US on 9 February with a few big buyers who reportedly committed six figures each. On 5 May it opened self-serve Ads Manager to every US business with no minimum spend, and more countries followed through the summer, including 31 European markets on 24 August. A week later OpenAI said the ads business had passed a $1 billion annual run rate in under 200 days, with tens of thousands of advertisers. By mid-September Israel and several Gulf states had joined too, on a list that now runs past 60 countries.
Being on the country list is the easy part. The category rules decide more, and they are stricter outside the US:

A dental clinic in Manchester or an insurance agent in Lyon can skip the rest of this section. The policy has changed several times since March, most recently on 31 August, so read the live version before building anything. The table matches it as of this week.
Context hints instead of keywords
You don't pick keywords. Each ad group gets a few context hints, which OpenAI's help center describes as plain-language descriptions of the conversations your ad fits. OpenAI weighs them together with the conversation itself, your ad text, your landing page, your location settings, your bid and any customer lists you upload, and then runs a relevance-weighted second-price auction. The context hints guide says plainly that hints are not exact-match keywords and that nothing guarantees delivery in a particular conversation.
So write the customer's situation, not your service list. A bike shop that types "bikes, bicycle repair, e-bikes" is still thinking in search keywords. "Someone planning to cycle to work and unsure which bike to buy" describes a conversation that really happens, and so does "parent choosing a first bike for a six-year-old". Give each situation its own ad group, so that after a few weeks you can tell which one brought customers through the door and which one just burned money.
Expect misses. In SE Ranking's sample about one ad in seven was effectively off-topic for its prompt, and an agency executive told AdExchanger that the hints come with essentially no instructions. For a system that is eight months old the matching is good, which is not the same as good.
What a click costs
There is no minimum. You pay per click, or per thousand views if reach matters more to you than visits, and the auction sets the price. Nobody outside OpenAI has a tight figure, only a range. OpenAI's default maximum bid for reach campaigns has been reported at $60 per thousand views, and Digiday heard of advertisers paying as little as $25. For clicks, advertisers told Search Engine Journal in September they paid anything from under $3 to $10, and in some cases $13.
OpenAI's own position is that ChatGPT Ads has no performance benchmarks yet for any industry. That hasn't stopped a small industry of "ChatGPT ads benchmark" pages from publishing click-through rates to two decimal places. If a number can't be traced back to a named advertiser or a published method, treat it as a guess wearing a lab coat.
Expect the numbers to disagree with your analytics
OpenAI launched a tracking pixel and a server-side Conversions API on 5 May. On 16 September it added a choice of click windows (7, 14 or 30 days) and a view window of zero or one day for conversion reports. The tools exist, but whether their numbers agree with yours is another matter. One agency told Tech Times that Ads Manager counted 57 clicks on a campaign while Google Analytics recorded fewer than 20 visits from it. Another spent $1,000 and found nothing in Google Analytics at all.
Trust your own till. Put standard UTM tags on every ad link (OpenAI reserves parameters that start with oai, so leave those alone), then count the calls and bookings and orders that actually arrive, and ask new customers where they heard of you. Judge the channel on what a customer costs you, since clicks are a number the platform reports about itself.
A small test worth running
A useful test has a budget you could lose without flinching and a success number written down before it starts. Here is the version we would run for a small business:
- Check that your country and category are allowed today, in the table above and in the live policy.
- Pick one offer with an obvious next step, such as booking a slot or asking for a quote, and one landing page for it.
- Make sure that page loads for OpenAI's reviewer. Its bot, OAI-AdsBot, visits every landing page you submit, and OpenAI's guidance for advertisers asks you to clear anything that would stop it, from robots.txt rules to firewall bot blocking and rate limits. - Create two ad groups, or three at most, each built around one customer situation written as a context hint.
- Write the title and copy yourself. Ads Manager now suggests copy from your landing page, and an optional setting can rewrite your headline to suit the conversation and translate it into the reader's language. Use them for a first draft and read what they produce before approving it, because your name is on the card.
- Run it for four weeks, then compare the cost per lead with what Google Ads or social ads cost you for the same offer.
Who should wait
Outside the US, clinics, lenders and lawyers have no choice. The door is shut. Companies that sell mostly to businesses on paid ChatGPT plans have little reason to hurry. And if you can't count leads today, fix that first, because a channel whose own reporting is shaky is the worst possible place to learn tracking.
Keep an eye on what OpenAI does next as well. On 16 September it began testing Sponsored Agents with a few US advertisers. After clicking an ad, a person can open a separate, clearly labeled conversation with the business's own agent and ask it questions before following a link to the site. If that reaches small businesses, the ad stops being a card and becomes a salesperson you rent by the conversation.
